The GTHA has plenty of room to grow and more importantly densify within and around the greenbelt. Adding more sprawl in the greenbelt will just amplify the problem with mobility for all other GTHA residents as more cars well be added to the network.
Doing bullet point densification like Washington DC does around their transit would drive more change and faster. Several go stations has ample room for entire neighborhoods of mixed use neighborhoods by just using the space allocated to parking alone.
They only thing the greenbelt should be used for is incapsulating Toronto in high quality s-bahn/RER style transit (not a light rail / streetcar), with fast connections to downtown (perhaps via the go network). This would make areas close to the greenbelt attractive candidates for denser mixed use neighborhoods where we now have single family home sprawl.
