As a retired professional planner with 30 years experience at the local municipal level and conservation authority level, I have many concerns with Bill 23.
While it has important goals, the Bill is overly broad. Two key areas of concern are with respect to the limiting of conservation authorities and regional governments from 'big picture ' planning. Without this oversight, I fear many local/ smaller municipalities making decisions where they may not have fully appreciated the long term/ broader consequences. Given our challenges with respect to climate change, I believe the Bill is ill- conceived.
I am also concerned about Bill 23's implications for municipalities' abilities to fund infrastructure and parks, given proposed changes to DCs and the Planning Act.
There are many other flaws in the Bill, but I will leave those to the people who are involved in planning on a day to day basis to highlight.
