Without anything in its place, this is a bad decision. Returning local decision making ability to rural communities is a GREAT idea and I commend you for that. But please do not claim that renewable energy is causing the increasing hydro rtes we have seen in recent years. Wind energy in the range of 5-9 cents/kwh in particular will be a cheap option going forward. (i.e. with 20 year contracts, 6.45-11 cents will be cheap come 2031-2038). Especially so when you look at where the price of nuclear energy is going. (see OPG's estimate that it will cost 16.8 c/kwh by 2026. That of course is probably an underestimate if you look at the history of nuclear costs).
