I do not believe enough study has been done to identify the true environmental, Social, Governance or other impacts of this proposal. While it's true a housing shortage exists, what are all the potential resolutions and is Ontario pursuing the, least cost, conservation focussed, community building approach? Answers to your questions below:
1. While streamlining documentation is generally preferred, in this case PPS appears to be Ontario Policy while the act is Ontario Law. To my mind these would necessarily be separate documents with the PPS required to be in Compliance with the act.
2. Consider alignment with any Federal policy/law/planning to ensure Provincial and Federal approaches are harmonious.
3. (a) Part of Housing planning is consideration of natural areas (parks, protected areas etc). Not only do we want to ensure people are housed, we want to ensure that green space is accessible to all without significant commutes. Our mindset should be of conservation. (b) Increase in controls around policy change. For example, a conflicts management process. Where Ontario Public employees that have personal contact with any industries with vested interest in policy revisions, are required to disclose and or recuse themselves form certain projects.
4. Population trends. ie. who is in need? for example if the majority of Ontarians are families with children under 10 years, with a household income less thank $100K, then the focus should be modest multiple bedroom homes with some yard space.
