Municipalities rely on development charges to offset the cost of upgrading and installing infrastructure in new developments. As written, Bill 23 puts municipalities in a financially precarious position. Not only do sprawling cities cost more than compact cities but they are also an inefficient use of municipal funds, services, and infrastructure. The return on investment of Bill 23 is financially unsound.
Ontarians and Canadians require the biodiversity of the protected Greenbelt lands and of the current rural lands surrounding our cities. Farms feed our cities. Food security is essential.
I do not support Bill 23.
