The amount of parkland (or cash equivalent) developers have to provide should not be reduced. Green spaces are essential for healthy living. This reduction is a blatant give-away to developers.
There should be no reduction in development charges unless the Province provides funding to keep the municipalities whole.
The historic level of service in the calculation of DCs should not be stretched to 15 years from 10.
Taxpayers should not be required to finance studies.
The description of changes also states that for "specific services" the cost of land would no longer be eligible for recovery through DCs. Without more specifics, how is one to comment?
The requirement to spend 60% of DC reserves in the first year is highly detrimental to the ability to finance larger projects. This is inefficient -- an incentive to spend on lower priority projects.
Many of these proposals come into effect upon Royal Assent of Bill 23. It makes this citizen wonder whether this request for comment is a sham.
