By reducing development costs by regulating that municipalities phase in new development charge rates that decrease costs for developers, change the time that a development charge by-law from 5 years to 10 years (decreasing the number of times that the development charge can be updated/increased), this severely limits the amount of critical funds that go towards municipalities which can drastically improve communities and is money that would be well spent on operational matters. This just keeps more money in the hands of developers, who already rack in profits in the millions. This is just keeping the rich developers rich, and not giving the money to a municipality. A municipality could use the money for community events, maintaining and creating new infrastructure, and for betterments to the town/city.
