Employment Land Conversions: Section 2.2.5.9 of the Growth Plan regarding employment lands conversion is cumbersome in that it can only be completed during an MCR process. There are circumstances in Municipalities where lands were designated as Employment Lands decades ago which still remain empty due to their location and which would make more sense as mixed-use developments. As such, the conversion of these lands makes sense. This should be permitted as an Official Plan Amendment at the discretion of the Municipality and not have to be dealt with through an MCR process. Further, having to maintain the same amount of employment on the lands once converted is difficult as a property that is designated Industrial can typically sustain more jobs then a mixed-use development that could include residential, commercial and institutional. This criteria should no longer be required as justification for the conversion.
