This proposal places far too much emphasis on construction of housing and too little emphasis on protection of the natural environment. The Provincial Policy Statement (PPS), through various updates over many years, has served the province well. The PPS provides a clear and consistent framework for responsible developers to follow in their work.
Proposal 019-6177 is written like a political document as opposed to a policy document. It is essential for the Province to support orderly development and to take a strong hand in protecting the natural environment. The tone of this proposal would turn the clock back to the development-at-all-costs attitudes of the 1950s.
In the text of this proposal, we are asked to respond to a series of questions, including, “How should the government further streamline land use planning policy to increase the supply of housing?” The answer to this question is that the government should provide sufficient resources to its own ministries, and to Conservation Authorities, so that they may do their jobs more effectively. Also, the government must not deprive Municipalities and Conservation Authorities of the revenue they currently receive through development charges and related fees. The government must do everything in its power to protect the natural environment and to educate developers on the importance of a healthy environment for all Ontarians.
