Request for modification to Simcoe County Official Plan Amendment 7 to add certain lands in Alcona, Innisfil, to settlement area for community use. The lands in question include lands that were originally added to settlement area by Innisfil and the County in 2014 - but their inclusion was opposed at the time by way of a provincial government appeal to the OMB. Innisfil continues to support their inclusion in settlement area as a priority, as reflected in a settlement of the OMB appeals. All of the requested settlement area expansion lands have been included in Innisfil's approved master servicing plan for both water and wastewater, and the lands can be serviced. The development of the lands will facilitate additional stormwater infrastructure that will resolve recurring flooding problems for existing flood prone neighbourhoods downstream. Alcona is a primary settlement area under the Growth Plan and thus should be the focus of all new population growth in Innisfil.
The Simcoe County municipal comprehensive review land needs assessment failed to properly follow the provincial land needs assessment methodology, and as a result, it underestimates the amount of land required for new community area in Innisfil.
The subject lands in north Alcona are required to accommodate the future growth anticipated in Innisfil to the horizon of the Growth Plan. The requested modifications include a mapping change to include the subject lands as settlement area, and to make other consequent modifications to the policies and tables in Simcoe County Official Plan Amendment 7.
