If you can’t understand the word “Improved” in terms of existing or current conditions environmentally then how can you understand the words “comparable to…”. Any better? You need to better describe your accepted interpretations otherwise no “weasel” words will word if you truly care about the environment. Companies have more lawyers than you have to create their own definitions. You need to be clearer and perhaps include some yardsticks.
DO NOT let Ministers have the authority to make environmental decisions. They are elected politicians, appointed by their party and most certainly don’t have the technical knowledge not the long term ownership to make the right decisions for the people of Ontario. Corporations have too many experts in technology, finance and legal aspects that can pressure politicians to make hasty and quick decision that better suit their company. Decisions made by Ministers who are assigned other portfolios or lose elections don’t have the same ownership of their decisions as a knowledgeable professional government employee. Our laws are such as they are because we have been burn too many times. Examples are plenty over the years. Dozens of of left behind mine sites, paper mill properties, chemical properties and polluted water streams (I.e.) grassy narrows mercury, mercury in Thunder Bay harbour to highlight just a few.
