Dogs should have a place to run free and do what they are bred to do without interfering with neighbors and car traffic, The enclosed areas for the running and training of dogs had been around forever to satisfy this purpose. Allowing new enclosed areas to be made and the ones left to be allowed to transfer to someone else will help keep the the sport of running dogs to continue and grow and the owners will have a safe spot to compete run and train dogs without in interfering with the public.
