I'm submitting these comments anonymously because I don't want my name in Conservative party databases.
I strenuously oppose your Bill 4. Not because I believe that cap and trade is the ideal response to global warming, but because
you clearly have no plan, and neither do you intend to ever have a plan to do anything about global warming, judging from what
we have seen from you so far.
You are cancelling a program that, while not perfect, is at least accomplishing something positive. You have no new plan ready
to put in its place, so we wait with nothing until you perhaps, some day, do something. But the bill has nothing in it that obligates
you to ever do anything. Yes, it says that you must set new emission targets, and that you must report periodically, but there are
no dates by which anything must happen. You can stall forever, and just say that you'll get around to it. There isn't even any
indication that these as-yet undefined targets must be at a low enough level to actually help. You have nothing but empty words.
In 2006 the Harper Conservatives opposed the previous government's Kyoto accord environmental policies, and vowed to repeal
them and put in place a "Made In Canada" policy. But there were never any details on what that policy would be. At an
all-candidates meeting I attended, I asked each candidate to give specifics of their environmental policy. All of them did, to some
extent, except for the Conservative candidate, who did not give a single specific policy suggestion, and merely repeated that it
would be "Made In Canada". I see that after twelve years, the provincial Conservatives also have nothing but empty words.
By the way, why did it take the public threat of a lawsuit by Greenpeace for you to respect the Environmental Bill of Rights
and publish this public consultation? This certainly doesn't engender any confidence in the honorability of your intentions.
