The practice of capturing wild coyotes and foxes and forcing them to act as penned prey, ultimately being chased down and brutalized by dogs is frankly disgusting, and I'm sickened to hear that the government of Ontario in any way condones these events.
If hunters want to hunt, they can do so in the wild rather than capturing animals in advance and hunting them when they can't get away.
The fact that this is being proposed at all is horrifying, do better.
