I am opposed to the proposition for new highways >75km and rail line >50km to follow a streamlined EA. Both of the proposed lengths before we already too long, especially the highways since it seems awfully convenient in the wake of trying to streamline the 413. Neither of these should be moved to a streamlined EA- they should be kept as comprehensive EA, and the highway threshold should be lowered to well below 75Km. At the very least, the original proposal with the original thresholds for comprehensive EA should be kept, and ideally both should be set at a lower threshold for comprehensive EA.
The first determinant for comprehensive vs streamlined should be less about specific length for these large scale projects, and more about what environmental features they are expected to impact along the way. A short highway or rail line can cause environmental damage if improperly planned. Once this preliminary assessment is done, then any streamlining can take place.
