Regression. Thats what is being proposed. To allow the capture, imprisonment, torture and murder of any animal for any reason should be strictly considered illegal. There is no possible reason good enough to make an exception for animal abuse. This act was put in place for a reason and no animal will benefit from it being reversed. It is the responsibility of all of us to protect thise without the means to advocate for themselves. This includes all animals.
