This is a barbaric practice. I thought that this abuse of wild and domestic animals was banned years ago and now I find out that it has been continuing with the support of our government. Plus, you are about to expand it. We are supposedly a civilized society with concern for all creatures Please do not allow this expansion and work instead to stop the practice entirely.
