This should not be approved it is not the 1800’s. You are giving anyone the right to inflict pain on another being by playing God. This gets approved it will not stop anyone from inflicting cruelty on ALL animals. Is this literally becoming the neanderthal times where the government needs to scoop extra cash from the swamp. If you can be cruel to a defenceless animal what is going to stop you from being cruel to a defenceless child? Clearly this has not been thought through and I am disgusted to be Canadian!
