I have very strong concerns about the proposed Act to cancel the carbon market, especially in light of the recent UN report that raises many alarms about how quickly the Earth is warming. It is up to us, and Ontarians, to do our part towards limiting carbon emissions and preserving carbon basins. My concerns for cancelling the cap and trade system are as follows:
1. There is no strong policy in place to protect our environment; government is asking for support with NO system in place to provide any protection. Consideration should be given to pausing this movement until there is something in place to protect the environment. Further, anything that is to replace cap and trade in the future should be MANDATORY. Government has the responsibility to plan for our future, and the health of our earth is of primary importance.
2. There is no thought given to companies who are benefiting from the cap and trade market. Cancelling the cap and trade market hurts companies that were benefiting from the green economy. Small companies who have been at the front of the green economy and have been helping Ontarians to implement greener ways of life, are hurt from this move. People are losing their jobs. Further, the proposed Act seems to take any legal recourse away for future litigations due to canceling the carbon market while trading was occurring. This does not respect the rights of individuals.
3. There is no thought for the future economy of Ontario. Energy needs to become cleaner, and government has a responsibility to support and encourage businesses to do this - which is what the carbon market did. Cancelling the carbon market stifles creativity and growth in the much needed green energy sector.
4. Canceling the carbon market cancels years of income for the province. Ontarians are hearing in the news that Ontario has a very large deficit. It does not make any sense to cut one of the largest streams of revenue for the province. The carbon market brought in billions of dollars a year to Ontario's coffers, plus supported the green economy. I suggest the government consider keeping the cap and trade system, and simply change the law to allow some funds to be re-directed to the debt.
5. Large institutions, such as schools and hospitals, will not have the same amount of funding to keep up their infrastructure. Ontario, and generally Canada and North America, have crumbling infrastructure as many buildings and roads were made in the same time period and have not had the appropriate maintenance. Schools and hospitals need renovations for health and safety, and to increase energy efficiency. Where will funds for these renovations come once cap and trade is cancelled?
