Re: References to Railway Safety Act and its regulations. Adherence to the Railway Safety Act is clearly outside of MNRF's purview, yet by directing compliance with the act and its regulations through the FMPM, especially if the direction is to be included in FMPs, it may lead to provincial forest compliance action against non-conformances with federal legislation, which doesn't seem appropriate. It's a minor concern as new railway crossings are not common, but the concept also applies more broadly when MNRF directs compliance with any other laws outside of its jurisdiction through the FMP process. Raising awareness of potentially applicable laws and regulations through FMP training would perhaps be more appropriate and helpful.
