Similar to my input on the Clean Energy Act itself, I’m concerned about the emphasis on the present supply situation. I’d like to see mention of developers being able to argue future supply, or replacement supply, and have that be mandated to factor in to the IESO’s decisions. Whether or not the IESO accepts these future/replacement demand arguments on a case-by-case basis is not the issue. I’m concerned that there’s an implied emphasis on the present state of things, which makes it possible for a good project that’s met all other requirements, including public support, to be scuttled simply because there’s no apparent demand now. Maybe there isn’t, but what if there is in ten years and the opportunity’s been lost?
The IESO could also [be required to] layout a framework for future supply composition that these projects would have to fit themselves into, a further check to ensure only appropriate projects go forward.
Again, the cynic in me sees this as a way for the Province to limit, or end, Green Energy projects while making it seem like it’s not, though I didn’t miss the section indicating that future renewable projects could be initiated, just under more limited conditions than the Green Energy Act allows for. I guess we’ll see what happens, and that’s the problem: we shouldn’t have to wait and see. Electrical power is the life-blood of our entire economy and society right now. It is the one thing we can’t botch.
