Please see attached comments from the City of Pickering regarding the proposed transmission reinforcement to The Greater Toronto Area East Line, extending from either Cherrywood TS or Clarington TS to Dobbins TS.
The City of Pickering believes the added benefit identified by IESO of improving the load meeting capability and new load connections in the local area, namely northern Pickering and Whitby, should be considered as a significant benefit of the Cherrywood TS location over the Clarington TS location.
Pickering will be experiencing significant population growth over the coming decades, with corresponding new development in the north and north-east. This new development, in conjunction with the City's current Integrated Sustainable Design Standards encouraging electrification of space heating and transportation will result in rapid growth in electrical load. At the same time, existing short circuit constraints at Cherrywood TS and Whitby TS prevent the implementation of distribution-connected Non-Wire Alternatives such as solar generation or battery energy storage systems which could offset those loads.
Terminating the transmission reinforcement at Cherrywood TS will improve the load meeting capability in the local area, which can result in cost avoidance of separate upgrades to service these local loads in the event of terminating the transmission reinforcement at Clarington TS.
