I find the proposal fairly difficult to understand, but I do believe that what is proposed is a good idea, especially from safety and environmental protection perspective.
I struggle to understand the need for a private well owner (operator) to establish a security in the form of a "trust". In the case of a transfer of ownership, I believe the benefit/liability of the well goes with the land. This seems to have a punitive message to us, and if every private well owner was to set this up, I think the only people to benefit would be the lawyers involved in establishing the trusts?
Maybe I'm interpreting this wrong - to me it would make sense to have the ministry collect and manage this funds?
