I have concerns about the procedure for identifying the income-based affordable rent applicable to a residential unit.

The change is supposed to be an incentive to the development of housing that would be considered affordable to moderate income households. According to the Residential Units BulIetin in the Proposal Summary, the Minister of Municipal Affairs and Housing determines that the eligibility applies to incomes of a household that are at the 60th percentile of gross annual incomes for renter households in the applicable local municipality and have rental costs that are equal to 30 per cent of the household income.

It seems to me that this proposal does not address the housing needs of households with less than moderate incomes. It excludes almost two thirds of the population. How can "affordable" exclude 60% of the families?

This legislation needs to be changed to incentivize the development of truly affordable housing.
