Looking at York1's proposal for a landfill outside of Dresden it is hard to believe that this proposal has gotten this far. York1 stated the zoning fit what they wanted to do and had a company Grounded 1 confirm this, both companies took many liberties to make the solution fit the problem. Zoning rules were stretched and any questionable decisions were always to the favor of the proponent.
This property as a landfill has been dormant for 40 years. The landfill term was for one product only and that was fly ash. York1's proposal is to create one of the largest dumps in Ontario and with properties obtained adjacent to the subject property puts the project 200 meters from the town line of Dresden.
The property and application should be treated as a new dump with all rules and regulations that are in place to protect the environment and the community followed. The dump is 200 meters from Dresden, how does a project get this far along with such glaring contempt for the rules. No dump shall be constructed within 3.5KM of a town.
York1 is proposing that they bring up to 7000 tonnes per day 2.5 million tonnes per year. This being bad enough they are proposing to bring in undefined contaminated soil, asbestos, tires and putrescible waste. Putrescible waste is one of the main reasons why a dump cannot be located this close to a town. This type of waste creates the foulest of odors and attracts rats and other wild life to the area. With all of this material sitting within yards of Molly Creek which feeds into the Sydenham River a ecological disaster is waiting to happen.
The preliminary approval given to York1 based on a poor assessment of the property and the zoning bylaws has given momentum to a project that should have been stopped at the initial assessment. Monies have been spent and possibly wasted thinking this property was an easy answer to a long standing problem. This is not the property for a mega dump, there are so many red flags I am surprised the Government has let it move this far forward. To have this project move forward the Government will have to break many of it's own rules governing waste disposal sites. The town of Dresden and hopefully the Municipality of Chatham-Kent will under, no circumstance, accept a mega dump this close to Dresden. If it passes, which is unlikely, a full Environmental assessment, we in Dresden believe that Chatham Kent still hold the zoning rights in their communities and will put a stop to the zoning changes that will be required to make this a viable project.
