Dear Minister Calandra,
The Township of Ramara has reviewed the proposed Bill 185 Cutting Red Tape to Build More Homes Act, 2024) and the Updated Draft Provincial Planning Statement. The Township is submitting the following comments for consideration:
Development Charges Act Changes ERO 019-8371
The Township of Ramara is generally supportive of the changed proposed in ERO-019-8371.
Repeal of the Mandatory five-year phase-in of Development Charges
The Township of Ramara is pleased to see the repeal of this legislation due to the high costs of infrastructure improvements and expansion that is required in most cases to service the new development.
Re-inclusion of Specific Capital Studies to Development Charges
The Township supports the repeal of the previous legislation removing specific capital studies from development charges. Development should fund development. Growth related studies are most appropriately funded from development charges and the municipality supports the return of this as the expenses were slated to fall onto the general tax payer.
Streamlined Process for Development Charges Bylaws and DC Freeze
The Township is supportive of the additional time permitted to update Development Charge Bylaws and the costs of the studies to undertake the review are high. The DC freeze maximum of 18 months is supported to encourage timely growth and development and avoid land speculation.
