Questions to be clarified:
Proposal Section (1) Can an 'eligible generator' operate through an aggregator, acting as the generator's Market Participant? Or is the generator required to obtain its own Market Participant registration?
Proposal Section 2 (2) (d) "What is the definition of 'base period'? The proposed amendment states that ""a total of at least one megawatt-hour of eligible electricity during each hour in the base period,…"" must be provided for purchase by the market participant. Is this the GA base period from May 1 to April 30th, the following year?" Resources with intermittent generation, such as wind or solar, cannot provide a guarantee of 1 MWh of energy for all 8760 hours of the year.
