I have a serious concern with the proposal for change #1. "Any hunter awarded a tag based on their first choice in the ‘second chance allocation’ will forfeit their points, whether or not they decide to claim the tag."
This is problematic in the sense that (take for example my small group who archery hunts and has only had one bull tag in 8 years) any group members who have higher point values (ie. 6 pts) and are vying for an archery bull tag, could potentially end up having both members draw a tag that HAS to be taken.
This would leave our small group at a serious disadvantage for many future draws to come. This is the problem with the individual point system, as it does not account for group dynamics, such as he old system did.
Unequivocally, some changes need to be made, as the current system seems to have some flaws with respects to equability.
I fully support the proposal for change #2 and #3. Especially change #3, as this would allow northern residents, such as myself, to be able to potentially purchase a left over tag and afford the opportunity to hunt moose.
It cannot be understated how important northern resources are to the northern residents. Yes, hunting brings in tourism dollars, but it also costs the folks who live in those regions, precious resources. As a northern resident, it seems completely backwards that I have to wait so long to get a tag.
