The facility has a huge potential for odours to impact the local residents in the area. I am concerned about the potential for loss of use of enjoyment to my property if the ECA Sewage works is approved. Mitigation efforts and conditions should be put in place in the approval instrument for odour control. MECP has lost its ability to effectively enforce its regulations with respect to odours and to abate odour complaints. Loss of use of enjoyment to property is a serious issue and should not be considered a nuisance complaint. Mitigation efforts should be put in place ahead of time before the approval is issued. MECP has a mandate to protect the environment for Ontarians and should mitigate the potential for odours and storm water run off into the Sydenham River by requiring the proponent to have a fully enclosed facility. A structure with complete walls and a permanent roof including both the loading and unloading areas should be required. If the storage facility were fully enclosed it would help mitigate concerns by fully containing the unstudied biosolid materials as well as maintaining the humidity controls which could reduce dust, and odour concerns and the risk of spontaneous combustion. The increased traffic as a result of the storage facility being a distribution centre requires a full traffic study be completed to minimize safety concerns for the school buses and other local traffic in the area.
This product is banned for land application in certain areas of the US and a jurisdictional review of their reasons for denial should be completed before we accept it into our province for land application. All of these potential impacts should be considered before a sewage works ECA is granted.
