This just looks like more red tape for developers to jump through in order to move forward with a project and a potential Government cash grab.
Electricity demand may indeed be in a strong supply situation today, but the forecaste is a 1400MW shortage by 2022 per a recent IESO report. So it is rather disingenuous to suggest that we “have enough electricity.” We certainly do not want to be paying premium rates for electricity when we do need it by buying back from our American friends south of the border.
Furthermore - how does this affect a homeowner that would want to install rooftop and feed into the grid in partnership with their local utility.
For a government with no plan to address climate change - this would appear to be a step in the wrong direction without one.
