For the third stage, residents who live in or around wmu should be giving the first opportunity to purchase available tags

As for removing points for unclaimed tags in round 2, That would be unfair, hunting groups do not know how many points is required. so you hedge your bets to be able to get at least 1 tag, removing points (especially in wmu with high points requirements) would be harsh and unfair

In the last 3 years we wasted (purchased but not sussecful) 2 cow's and 1 bull tag at 9 and 11 points respectively for 2 in our group they no longer enter the draw as they are in there 80s and not going to be around in 10 years to get another tag

Add a cut off date (mid August) for round 2 claims but don't remove points for unclaimed tages, possibly make round 2 all random?

As for northern residents bonus its useless if it takes 20 points to get a bull tag
The bonus should be scaled to the point requirements of the wmu

And lastly age bonus should be considered
My father is 82 he no longuer wishes to go hunting as he knows he has 0 chance of getting a tag in our wmu that requires 11 points for a bull
