Suggestion regarding DWQMS Element 19- Internal auditor independence can be more explicit similar to ISO standards – smaller utilities can claim inadequate internal resources. But each utility will have Financial auditors who can be cross trained on DWQMS std / other departmental staffs can be trained on DWQMS std's requirements. It will also improve the awareness on DWQMS std across the organisation. More internal staff gets trained on DWQMS std.
