This is a terrible idea, it limits the the existing protections for these animals, reduces the definition of habitat to their immediate dwellings which would mean leaving dens and other burrow but cutting down trees and effecting the ecosystem. Removing the harrass element is also a terrible idea as these animals could be harrased to the point of leaving their habitats or procreating less due to fear. I think we should leave this act alone and it seems like this only exists because companies want to save money on the waiting process rather than protecting the environment that we will all have to live in
