I am very upset about the proposal to exempt beverage producers from having to collect beverage containers consumed "away from home", e.g. from parks and mall bins.

Especially as beverage sales have expanded to variety, grocery stores and gas stations, as Beer Store recycling depots are closing in droves, and as more and more public parks permit consumption of alcohol, the public waste problem will explode.

Producers argue that costs of away-from-home collection "may not be cost effective" and that wastes disposed in public spaces are often too contaminated to be recycled.

But producers have a way to change this: increase the deposit cost for glass and metal containers, implement a deposit cost for plastic containers, and refund it only for clean, recyclable containers.

Studies have shown that higher deposit costs result in higher recycling rates, e.g.

Higher deposit rates, and especially deposits for plastic containers, will lead to fewer containers in landfills. Whereas letting producers off the hook from dealing with beverages consumed "away from home" will solve nothing.

Keep the current regulation which makes them responsible -- and work with them to find a GOOD solution to the problem.
