You say you want to modernize ERCA conservation Authorities Act. I have many concerns. I would like to know why ERCA in Essex County are sticking their nose into telling people what they have to do with structural and electrical work that has nothing to do with conservation and watershed protection. Items like telling the home owner they should not have replaced their old electrical with all new wiring. This is under the Electrical safety authority. ERCA put a stop work on a person for doing this and delayed their project for 6 months. There was absolutely no reason for doing this. Another person started to replace their windows on the side of their house facing the water and ERCA stopped the work for for months. They were told they have to get a permit to change windows. What does replacing windows have to do with ERCA authority. Then yet another person was told what to do for structural work on their house. ERCA had the architectural drawings along with Engineering drawings approved by the towns building department and they approved the work, then when the main structure was complete they came and stopped work because they wanted steel beams put in, and structural part of roof needed to be cut between the house and porch. They were not happy that the owner replaced the bad floor joices. Yet all this was stated in the drawings. The owner originally wanted to raise the house higher but ERCA said no. Then after the structural outer shell was all done they wanted them to now raise the house. Especially since all the plumbing, heating and cooling along with spray foam was all done. They can't continue with renovations until they can make some kind of deal
I found all of these different incidents totally out of ERCA authority. Why are they getting involved with these areas that have nothing to do with the watershed protection. Since when can ERCA override the building department (the building code) Electrical Safety Authorities and windows???? Someone needs to investigate ERCA (Essex County)
