The proposed changes look good overall. It does not seem reasonable, however, to all people to operate drinking water systems just because they hold an engineering or engineering tech degree/diploma.
When operating a system, it is the hands on skills that count. My experience is that engineers, even those who work in the water industry, do not have these skills. They may be able to calculate flow rates or design a treatment system, but they are generally helpless the first time they are confronted with a plugged chlorine injection point or a UV unit that has gone into alarm. Just because you can design an airplane doesn't mean we let you fly it!
