Global Warming is the most serious issue facing Toronto, facing Ontario, facing Canada, and facing the Whole World. The Cap and Trade approach being considered for Ontario is an essential, albeit problematical, system to encourage Ontarions to play a role in bringing the emissions of greenhouse gases under control.

Essential, in the sense that everyone in the Whole World must take part in the efforts to bring the emissions of carbon under control. Problematical, in the sense that the current proposal in Ontario and in Canada is bureaucratic and is aimed too low. Much better to choose a system called Carbon Fee and Dividend wherein all producers/importers of fossil fuels are charged a fee and the accumulated fees are all distributed to Canadian households.
