The Greenbelt is protected land for a reason. The area it encompasses was chosen for a reason, by experts. You can't just have some ham-fisted bureaucrat come in and unilaterally change that area without consulting proper independent experts or you will likely endanger not only the livelihood of the people building the developments but the citizens purchasing these new homes that will inevitably flood due to being built exactly where they shouldn't be. No insurance company in their right mind will offer coverage for a risk that was known before a home was even built.
Leave the Greenbelt alone and build elsewhere. Build denser, more sustainable housing, in areas that aren't protected. I know this doesn't have the profit margins that detached single family homes do but those developers will just have to cut back on the avocado toast and Disney+ subscriptions, but I believe they'll make it. The current government is already teetering on the brink after the CUPE/THIRD notwithstanding debacle and an assault on the Greenbelt may be a bridge too far.
I'll wish you the best of luck if you decide to proceed with this hare-brained scheme because it takes a truly repugnant, narcissistic, ignorant character to continue on this path after the public and experts have warned you against it countless times. We're all watching you.
