Want to express my utmost concern and sadness about this legislation.

Climate change is a most pressing threat to the continued existence of human civilization in the form that we know it. For example see the attached summary of the findings of the IPCC (see link). Some form of carbon pricing is absolutely necessary if we're going to bring down emissions to a level that is reasonable. The whole point is that a price is actually the least burdensome to individuals of all the alternatives, as it can be done with a relatively small amount of overhead, as opposed to complying with a bunch of baroque rules on how much pollution is allowed.
