BILL 23 RESPONSE
I write this comment to request that you rescind Bill 23.( ERO 019 6196)
I draw your attention to three parts of the Bill which are especially problematic:
1. CAs will no longer be able to review and influence development applications. They will no longer be able to protect our natural environment including wetlands. Floodplain housing is clearly dangerous, but will now become an option!
2. The proposal reduces Development Charges – effectively placing the cost of new development on existing ratepayers.
3. The changes to the permitting process will not “reduce red tape” but will allow inappropriate development to slip through loopholes.
These are three proposed areas of change that are wrong. The effect of the changes proposed in this Bill would have very negative effects on appropriate development as it will weaken the mandate of Authorities -negatively affecting their good governing powers.
Members of the Committee and all Members of the Provincial Parliament will need to consider in whose interest they govern. Bill 23, as drafted, benefits private development interests at the expense of public interests – at the expense of property taxpayers and Ontario’s natural environment. The Bill will not result in the stated aim of producing more affordable housing.
