The proposed Cap and Trade Cancellation Act is incredibly deficient on numerous fronts. First, the public consultation process, which appears to have been initiated under duress, does not provide any meaningful background documents to allow informed response. There are no available documents which explain the rationale and basis for the act. There is no detailed analysis as to why the act is considered necessary, or how it will provide any net benefits to Ontarions. In absence of such, Bill 4 should simply not be on the table for consideration, both in the public consultation process and in parliament.

Second, the Bill is completely lacking in any meaningful content pertaining to the critical issues of climate change and the host of other harmful aspects of non-renewable carbon-based energy production. The incredibly vague allusions to GHG targets and Climate Changes Plans is a reversal of any progress to date, and simply not sufficient in this regard. To repeal the existing program with no clear plans to address core issues simply exposes the people of Ontario to unnecessary risk, and, again, without any demonstration of gain.

Third, the Bill appears to wishfully address the very significant concerns of liabilities associated with the contracted interests of participants by the inclusions of statements effectively equivalent to "we are no longer bound by past agreements". I cannot imagine that this will stand up in court, and the result will be significant public costs without any benefit.

in summary, Bill 4 is without demonstrated merit and, as presented to date, appears to be rash and ill-conceived. There is nothing in the Bill or the consultation process that indicates in any way that this is "for the people".
