Détails de la décision

The ministry has issued an amended Environmental Compliance Approval (ECA) to St. Marys Cement Inc., located at 410 Bowmanville Avenue, in the Town of Bowmanville, Ontario.

The client requested to administratively combine existing ECA # 4-101-67-686, several previously issued Notices along with ECA # 3638-5LHKE3 into one side-wide sewage works ECA for the client's industrial stormwater management works and process water works servicing the site. The amendment included improvements to the site wide stormwater management system to detain and treat stormwater from the site prior to discharge to the downstream receiver, Darlington Creek and ultimately to Lake Ontario.

The proposed site drainage strategy will include conveyance via storm sewers, ditches and culverts to stormwater management ponds (including pre-treatment ponds, wet ponds, an oil separation pond, and existing infiltration ponds), some of which work in series, in addition to an underground mixing tank and two oil/grit separators. The treated effluent will be monitored at the site's existing monitoring station prior to discharge to Darlington Creek.

Public reporting requirements of the prior approval(s) were carried over into the amended and consolidated ECA along with additional sampling requirements to monitor effluent water quality prior to discharge to the receiver.

Start the process to appeal

If you’re an Ontario resident, you can start the process to appeal this instrument decision.

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
