The amendment to the existing Environmental Compliance Approval A680029 for the use and operation of a waste disposal site to be used for waste transfer and processing of solid non-hazardous waste has been granted.
The facility has a maximum storage limit of 3000 tonnes of waste including unprocessed, processed and residual waste. The waste transfer station is permitted to receive a maximum of 1000 tonnes of waste on any one day based on annualized average.
The revised maximum storage capacities for the site are 78 tonnes of woodwaste and 1000 tonnes of solid non-hazardous waste including residual waste indoors within the processing/transfer building. Temporary outdoor storage of 1749 tonnes within the four storage bunkers for storage of concrete, brick, asphalt and gravel. Temporary outdoor storage of a total of 173 tonnes of scrapmetal in covered bins.
The facility is approved to operate 24 hours a day, seven days a week.
Effets de la consultation
Concerns with the proposal, specifically regarding upgrading wood storage inside the plant. The building does not have fire protection. The other concern was regarding dust due to increased traffic.
MECP does require the facility to prepare a fire safety plan as part of emergency response and contingency plan. For dust management, the facility is required to prepare a fugitive dust mitigation plan should it become an issue.

Start the process to appeal
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This application is for an amendment to the existing amended Environmental Compliance Approval A680029 for the use and operation of a waste disposal site to be used for waste transfer and processing of solid non-hazardous institutional, commercial, construction, and demolition waste.
The waste transfer and processing facility under the current amended ECA A680029 has a maximum storage limit for waste including processed, unprocessed, and residual of 3,000 tonnes. Maximum amount of residual waste stored at the Site shall not exceed 500 tonnes at any one time. Maximum outside wood storage is 700 tonnes upon construction of two concrete pads. The operating hours are 24 hours per day and 7 days per week.
The following changes are proposed in the amendment:
- construct an additional scale for outbound traffic
- construct bunkers for outdoor storage of inert materials including concrete, brick/block, gravel, and asphalt with a storage capacity of 1,722 tonnes
- remove wood waste stored outdoors
- allow for the storage of 110 tonnes of wood waste indoors
- increase the maximum amount of stored residual waste indoors from 500 tonnes to 1,000 tonnes
- allow for the maximum annual amount of 365,000 tonnes for residual waste transferred from the Site with an annualized daily average of 1,000 tonnes
- modify the existing processing/transfer building
- install a waste compactor within the processing/transfer building (optional)
