Decision details

On August 29, 2019 approval was granted for Southwest United Canada Inc. to be registered to the Technical Standards Registry – Air Pollution (Technical Standards Registry) in respect of the Metal Finishers – Industry Standard under the Local Air Quality Regulation (O. Reg. 419/05). Southwest United Canada Inc. is registered with respect to chromium compounds (hexavalent).

Registration to a technical standard means that this facility must adhere to all technical and operational requirements in the Metal Finishers - Industry Standard for chromium compounds (hexavalent).

Technical standards ensure that facilities are managing impacts on an airshed by installing best available technology. These requirements replace the air standard for chromium compounds (hexavalent) for the facility.

Registration to the Technical Standards Registry is a compliance approach under the Local Air Quality Regulation. It requires that the company demonstrate compliance on an ongoing basis through applicable technical standard requirements set out in the Metal Finishers – Industry Standard. Registration to the Technical Standards Registry does not exempt the facility from the requirements under section 9 of the Ontario Environmental Protection Act, which regulates alterations to plant infrastructure and processes. Therefore, a company required to install equipment under the Metal Finishers – Industry Standard is still required to have approval under Part II.1 of the Ontario Environmental Protection Act for that equipment.

The Technical Standards Registry is available on the Ministry of the Environment, Conservation and Parks website and sets out the names of all facilities registered in the registry.

Proposal details

This is an application for Southwest United Canada Inc., a metal processing facility that serves the aerospace industry, located at 85 Stafford Drive, Brampton, Ontario, to register to the Technical Standards Registry – Air Pollution (Technical Standards Registry) for the Metal Finishers – Industry Standard under Ontario Regulation 419/05: Air Pollution – Local Air Quality (O. Reg. 419/05).

Registration to a technical standard means that this facility must adhere to all technical and operational requirements in the Metal Finishers - Industry Standard (see link on the right side of this notice). These requirements may replace the air standards for the contaminants that are registered to this facility. The application is for a metal processing facility that serves the aerospace industry. The facility operates under the North American Industry Classification System code 332810, Coating, Engraving, Heat Treating and Allied Activities.

Southwest United Canada Inc., located at 85 Stafford Drive, Brampton, Ontario, has applied to register for one compound: chromium compounds (hexavalent). Registration is for all metal finishing sources that emit chromium compounds (hexavalent) including hard chromium electroplating sources at the facility.

Registration to the Technical Standards Registry is a compliance approach under O. Reg. 419/05. It requires that the company demonstrate compliance on an ongoing basis with O. Reg. 419/05 through applicable technical standard requirements set out in the Metal Finishers – Industry Standard. It may require modifications such as process changes or additions of new equipment by specified timelines set out in the Metal Finishers – Industry Standard. Registration to the Technical Standards Registry does not exempt the facility from the requirements under section 9 of the Ontario Environmental Protection Act, which regulates alterations to plant infrastructure and processes. Therefore, a company required to install equipment under a Metal Finishers – Industry Standard is still required to have approval under Part II.1 of the Ontario Environmental Protection Act for that equipment.

All facilities registered to a technical standard will be published on the Technical Standards Registry which will be made available on the Ministry of the Environment, Conservation and Parks website.

Technical standards ensure that facilities are managing impacts to the air by installing best available technology. This means that this facility is doing its share to reduce impacts.
