On June 29, 2018, the Ministry of Environment, Conservation and Parks assumed responsibility for the Endangered Species Act, 2007. The act was formerly the responsibility of the Ministry of Natural Resources and Forestry.

Decision summary
We finalized species-specific policies (government response statements) outlining the actions we intend to lead and support to protect and recover five species at risk in Ontario: Blue Ash, Gypsy Cuckoo Bumble Bee, Kentucky Coffee-tree, Massasauga (Carolinian population) and Massasauga (Great Lakes – St. Lawrence population).
Decision details
We finalized the government response statements:
- Blue Ash
- Gypsy Cuckoo Bumble Bee
- Kentucky Coffee-tree
- Massasauga (Carolinian and Great Lakes – St. Lawrence populations) (combined)
We made minor modifications to the proposed versions to improve clarity and better describe the intent of specific actions and goals. The changes were made based on input received through public consultation, and from provincial ministries and the federal government.
Effects of consultation
The majority of the comments we received expressed support for the Massasauga Government Response Statement and highlighted the need for population management actions (e.g., augmentation) to support recovery of the Carolinian population.
Additional comments suggested clarifying the importance or intent of specific actions and the leadership of those actions and provided recommendations on how actions and information from the recovery strategies should be included in the government response statements.
In response to comments received, we made the following revisions to the government response statements:
- provided further introductory contextual information;
- updated recovery goals to more accurately reflect our intent; and,
- revised, added or amalgamated some actions to better reflect the intent of the protection and recovery actions.

Description of Policy
The Ministry of the Environment, Conservation and Parks (MECP) is proposing government response statements in relation to recovery strategies for the following five species:
- Blue Ash
- Gypsy Cuckoo Bumble Bee
- Kentucky Coffee-tree
- Massasauga (Carolinian population)
- Massasauga (Great Lakes – St. Lawrence population)
Recovery strategies consistent with the requirements of Section 11 of the Endangered Species Act, 2007 were finalized for these species on December 13, 2017 (Blue Ash, Gypsy Cuckoo Bumble Bee, Kentucky-coffee Tree) and June 2, 2016 (Massasauga (Carolinian population) and Massasauga (Great Lakes – St. Lawrence population)) and are available on Ontario’s Species at Risk website (links are provided below under Other Relevant Information).
The finalizations of these recovery strategies triggers the requirement to develop a government response statement in relation to each recovery strategy. Each government response statement will provide the government’s goal for the recovery of the species and a summary of the prioritized actions the Government of Ontario intends to take in response to the associated recovery strategy.
When the recovery strategies were finalized, Environmental Registry #013-1865 (Blue Ash, Gypsy Cuckoo Bumble Bee and Kentucky-coffee Tree) and #012-7567 (Massasauga (Carolinian population) and Massasauga (Great Lakes – St. Lawrence population)) invited the public to review the final recovery strategies and submit comments through the Environmental Registry, as well as through an online survey, about the goals and actions the Government of Ontario should consider in the development of government response statements. These comments and the recommendations contained within the recovery strategies were considered in the development of the proposed government response statements.
Purpose of Policy
The proposed policies (government response statements) provide species-specific direction on the actions the government intends to lead and support in the protection and recovery of five species at risk in Ontario (Blue Ash, Gypsy Cuckoo Bumble Bee, Kentucky-coffee Tree, Massasauga (Carolinian population) and Massasauga (Great Lakes – St. Lawrence population). The purpose of this notice is to inform the public that draft government response statements have been prepared and to seek feedback on the draft documents. Comments will be considered in finalizing the government response statements. Please reference Environmental Registry number 013-3605 in your comments.
