The Model Sewer Use Bylaw Guidance Document was published by the Canadian Council of Ministers of the Environment (CCME) in 2009. CCME is a minister-led intergovernmental forum for collective action on environmental issues of national and international concern.
As this up-to-date guidance document is available to municipalities through CCME, to avoid duplication, the Ministry of the Environment, Conservation and Parks did not move forward with the Proposed 1998 Model Sewer Use By-law.
Effects of consultation
As a result of public consultation on the proposal, the Ministry received a total of 34 comments.
However, they had no effect on the decision as the proposal is no longer being pursued.

Description of policy
The Model Sewer Use By-law is provided to municipaliities to assist in controlling discharges to municipal sewers. Municipalities may adopt the Model under the Municipal Act as provided or modify the document to fit the specific needs of their municipal sewer use program. The Model applies primarily to industrial, commercial, and institutional dischargers. The 1988 version of the Model has been widely adopted and used by municipalities in Ontario. Improvements in the proposed 1998 Model include: a simplified modular format, more stringent limits for cadmuim, lead and mercury, proposed new limits for ten organics, a new approach for storm water requirements, incorporation of pollution prevention in the storm sewer section, use of a new sampling and analytical protocol based on the MISA Industrial Sampling and Analytical Protocol and new monitoring requirements for dischargers.
Purpose of policy
The purpose of the proposed 1998 Model Sewer Use By-law is for municipal use as a reference document in the development of a local sewer use by-law.
