Decision summary
Species-specific policies (i.e., government response statements) have been finalized outlining actions to protect and recover eight species at risk in Ontario: American Ginseng, Butler’s Gartersnake, Eastern Banded Tigersnail, Golden-eye Lichen, Gray Fox, Purple Twayblade, Small-flowered Lipocarpha and Transverse Lady Beetle.
Decision details
Ontario provides stringent protections for species at risk and their habitats under the Endangered Species Act. This commitment to conserve the province’s rich biodiversity by protecting and recovering species at risk and their habitats is also part of the government’s Made-in-Ontario Environment Plan, which provides a roadmap to protecting the province’s land, air and water.
As required by the act, the province has published government response statements for eight species at risk. Government response statements are species-specific policies that identify and prioritize the actions the government intends to lead and support to protect and recover these species.
These statements provide policy direction to government and partners about what should be done to recover each of these species at risk:
- American Ginseng
- Butler’s Gartersnake
- Eastern Banded Tigersnail
- Golden-eye Lichen (Great Lakes population)
- Gray Fox
- Purple Twayblade
- Small-flowered Lipocarpha
- Transverse Lady Beetle
As a result of the input received through consultation, and from provincial ministries and the federal government, minor modifications were made to the proposed versions to:
- improve clarity
- better describe the intent or importance of specific actions
Effects of consultation
The majority of comments provided recommendations on:
- characterizing approaches to recovery
- describing biological information on the species
Comments supported continued preservation of these species and suggested clarifying the importance or intent of specific actions for individual species.
In response to comments received, we made the following revisions to the government response statements:
- provided further introductory contextual information
- refined some actions to better clarify and reflect intent
- revised some actions to better reflect the intent of the protection and recovery actions

Description of policy
Ontario is committed to protecting and recovering our province’s species at risk and their habitats, as outlined in our draft Made-in-Ontario Environment Plan to protect our air, land and water, address litter and waste, reduce greenhouse gas emissions, and help communities and families prepare for climate change.
Species at risk in Ontario
In Ontario, once a species is listed as endangered or threatened, there is a process for gathering information and developing policy guidance to support the protection and recovery of each species.
First, we engage external individuals and organizations with expertise on the species to write recovery strategies. These documents form the foundation of scientific advice and can include knowledge from the public, stakeholders and Indigenous communities and organizations.
Once recovery strategies are finalized, we develop a government response statement for each recovery strategy. The government response statement is a species-specific policy that outlines:
- the provincial goal for the recovery of the species
- the prioritized actions we intend to lead and support in response to the associated recovery strategy

Proposed government response statements
We are proposing government response statements in relation to recovery strategies for the following eight species:
- American Ginseng
- Butler’s Gartersnake
- Eastern Banded Tigersnail
- Golden-eye Lichen
- Gray Fox
- Purple Twayblade
- Small-flowered Lipocarpha
- Transverse Lady Beetle
The recovery strategies for all eight species were finalized on July 22, 2019 and are available on Ontario’s Species at Risk website.
Purpose of policy
The proposed policies (government response statements) provide species-specific direction on the actions the government intends to lead and support in the protection and recovery of eight species at risk in Ontario (American Ginseng, Butler’s Gartersnake, Eastern Banded Tigersnail, Golden-eye Lichen, Gray Fox, Purple Twayblade, Small-flowered Lipocarpha, and Transverse Lady Beetle).
The purpose of this notice is to:
- inform the public that draft government response statements have been prepared
- seek public feedback on the draft documents
We will consider comments as we finalize the government response statements. Please reference Environmental Registry number 019-0920 in your comments.
