Appendix A 2.3.2. we can only leak test new sewer installs, not rehabs or replacements. This section looks like it was written for rehab jobs. In both 2.3.2 and 2.3.3 (there shouldn't be active laterals yet, and laterals will be capped at this point, so no plug required). Read more
