Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

Ontario Regulation 834/81 (Sudbury District Zoning Order) has been revoked. The MZO was applicable to 25 unincorporated townships surrounding the City of Greater Sudbury, in Sudbury District. The Townships are Bevin, Caen, Cartier, Cascaden, Curtin, Eden, Emo, Ermatinger, Foster, Foy, Halifax, Hart, Harty, Hess, Kelly, Moncrieff, Munster, Roosevelt, Tilton, Tofflemire, Totten, Trill, Truman, Ulster and Venturi. The purpose of the MZO was to control growth and development immediately adjacent to the City. The revocation of the MZO removes an extra layer of provincial approvals and creates a less complex approval environment for landowners within unincorporated and removes inconsistencies across the north.
