The site is Aggregate Resources Act Licence # 5395 and is located approximately seven kilometres southwest of Grand Bend to the northwest of where Highway 21 and County Road 5 intersect. The site is bordered by Pinery Provincial Park on the southwest and northwest sides.

Proposal details
Application has been made by McCann Redi-Mix Inc. to amend the current site plan to change the final depth of extraction from above the water table to below the water table. The depth of extraction is proposed to change from 180 metres above sea level (asl) to 169 metres asl. The final rehabilitation of the site is proposed to change from a natural regeneration area in a dune environment to a 10.02 hectare pond with a proposed natural environment after use.

McCann Redi-Mix Inc. operates this licensed site under the authority of Licence #5395 under the Aggregate Resources Act. In total 18.01 hectares are currently licenced as a pit. The annual tonnage condition is 250,000 tonnes.

The Site Plan addresses existing features of the pit area (existing natural features and land use on and surrounding the site within 120 metres); the proposed operation (shape, dimensions, area and depth to be excavated, method of excavation); and progressive and final rehabilitation.
A Hydrogeological Level 1 report is preliminary evaluation to determine the final extraction depth relative to the established groundwater table(s) and the potential for adverse effects to groundwater and surface water resources and their uses. If the Level 1 report identifies a potential adverse effect resulting from the operation, then an impact assessment (Level 2 report) is required to determine the significance of the effect and the feasibility of mitigation.
Public consultation opportunities
Written notice concerning this proposal was delivered to landowners within 120 metres of the licensed boundary; an information sign giving notice to the public of this proposed amendment was erected at the site. A Notice of Proposed Site Plan Amendment appeared in the Exeter-Lakeshore Times Advance on February 12, 2020. A Public Information Session was held March 5, 2020 between the hours of 10 am and 12 pm at the Corbett Community Centre, 35914 Corbett Road, Parkhill, ON.
The proposal request is being circulated within the Ministry of Natural Resources and Forestry, Aylmer District office. Additionally, notification was sent to the Municipality of Lambton Shores, County of Lambton, the Ausable-Bayfield Conservation Authority, the Ontario Ministry of Food and Rural Affairs and the Ministry of Environment, Conservation and Parks for comment.
